About the Call
For the implementation of a regional behavioural change communication initiative, sealed proposals from civil society organizations (CSOs) to serve as a Responsible Party are invited by UN Women, in accordance with the attached Terms of Reference. Under the EU-funded programme “EU4 Gender Equality Women’s Economic Empowerment and Ending Violence Against Women in the Western Balkans,” the design and implementation of a comprehensive regional campaign aimed at raising awareness of violence against women, including technology-facilitated violence, promoting behavioural change, and increasing knowledge of rights and available services among targeted populations across the Western Balkans will be undertaken by the selected CSO. To the development of creative communication concepts for the 2026 and 2027 editions of the Regional Forum on Ending Violence Against Women and Girls, the CSO will also contribute.

- Budget Range: USD 180,000–180,000–200,000
- Proposals that exceed the maximum amount will not be considered
Eligibility Requirements
- Submission of proposals from civil society organizations (CSOs) is invited
- All legal terms and conditions outlined in the Partner Agreement (see attached documentation) will be deemed to have been accepted by the selected Responsible Party (RP)
- Registration and verification on the UN Partner Portal (UNPP), an online platform that facilitates collaboration between CSOs and UN agencies, will be required for the selected partner
Why This Call Matters
A growing global concern is technology-facilitated violence against women and girls (TFVAW). Cyberstalking, online harassment, image-based abuse (non-consensual sharing of intimate images), doxing, hate speech, and the use of technology to monitor, control, or threaten women and girls are included in forms of TFVAW. Underreported, under-prosecuted, and inadequately addressed by existing legal frameworks and support services remains TFVAW in the Western Balkans, as elsewhere. As a form of gender-based violence, public awareness of TFVAW is limited, and knowledge of their rights or where to seek help is often lacking among survivors.
To address these gaps, this call for proposals seeks to fund a CSO for several purposes:
- A regional campaign raising awareness of violence against women, including technology-facilitated violence, is to be designed and implemented
- Behavioural change among targeted populations is to be promoted
- Knowledge of rights and available services for survivors is to be increased
- To creative communication concepts for the 2026 and 2027 Regional Forums on Ending Violence Against Women and Girls, contribution is to be made
For CSOs in the Western Balkans working on gender equality, violence prevention, or digital rights, a significant funding opportunity to lead a region-wide behavioural change initiative is offered by this call.
